Every country card below shows a floor: the cheapest realistic combination of public-university tuition and a frugal, real living budget for that specific country, sourced country by country. It is not an average, and it is not a worst-case scenario either. Here is exactly what that means in practice.

The cheapest realistic public-university tuition AptiGuide could name or credibly range, plus a living budget built on dorm or shared housing, home cooking, public transport, and mandatory student insurance, using each country's own cost data, not a global average.
✅ Where the floor comes from
Official university tuition pages where reachable, government or university-published living-cost minimums where available, and named third-party education-finance sources everywhere else, every figure below is tagged Confirmed, Likely, or AptiGuide's own reconciled estimate.
❌ What the floor is not
It is not what the average Indian student actually spends, most spend more. It is not five-star living, and it is deliberately not the dorm-floor extreme either, six-to-a-room housing and skipped meals are not "frugal", they are unsustainable.

It is a starting point for research, not a promise of what your year abroad will cost. City choice, university prestige tier, programme type, and lifestyle all move the real number, sometimes by a very wide margin. See the FAQ below for exactly how much.
One more assumption worth stating plainly: every tuition figure on this page assumes an English-taught programme, since that's the realistic path for almost every Indian student. In most countries the cheapest public options already are English-taught. Poland is the one exception on this page, its absolute cheapest public tuition is Polish-taught, and that's flagged with its own warning directly on Poland's card below, with the honest English-taught number shown alongside it.

Poland
Important: the ₹6.3L figure above only works on a Polish-taught programme, which is not realistic for most Indian students without a foreign-language year first. See the language note below before budgeting against this number.

Malaysia
Universiti Utara Malaysia (public) advertises select English-taught programmes from ≈€1,166/yr, but that figure is programme-specific and not comparable across the board. Mastersportal's general English-taught public-university band for Malaysia is €2,000–4,500/yr, which is what AptiGuide's floor is built from.

Czech Republic

Hungary

Frugal floor assumes dormitory or shared housing in Szeged, home cooking, local transport pass, and student health insurance. Szeged is markedly cheaper to live in than Budapest.
Germany
Germany genuinely has no single 'cheapest university' to name. Almost the entire public system charges only a semester contribution (administrative fee, usually bundled with a regional transport pass), not tuition. Baden-Württemberg's public universities and TU Munich are the confirmed exceptions and charge real tuition. See the 'dream university' section below.

The living floor, not tuition, is what actually varies here. Germany's official student visa financial requirement is a blocked account of ≈€11,904/year (≈€992/month); real frugal spend among students runs closer to €876/month.
UAE
Sharjah's own published fee schedule is a PDF broken down by college and credit-hour, and different portals summarise it inconsistently, so this is flagged honestly rather than presented as a single clean number. Treat the tuition figure as a reasonable band, not a guaranteed exact quote.

Itemised by Study in Sweden, SEK converted to INR at the same 9.95 rate used throughout this page: accommodation SEK 4,900/mo (≈₹48,755/mo), food SEK 2,700/mo (≈₹26,865/mo), local travel SEK 620/mo (≈₹6,169/mo), phone and internet SEK 400/mo (≈₹3,980/mo), miscellaneous SEK 1,964/mo (≈₹19,542/mo). These are monthly figures, multiply by 12 for the SEK 127,872/yr annual total shown above. This is the only country on this page with a full monthly itemisation available.
Finland
Tuition floor uses the low end of the €10,000–12,000 range, excluding the early-bird cohort discount.

Living figure is the university's own recommended budget floor (€900/month), not the bare €800/month immigration minimum. An itemised rent/food/transport split isn't available yet for Finland, flagged as an open gap rather than invented.
Norway

Australia
Charles Darwin University, Federation University Australia and CQUniversity are real, named regional public universities in this band (roughly AUD 20,000-28,000/yr for Business/Arts programmes), which is genuinely higher than AptiGuide's ₹24.7L floor implies for tuition alone. Read this card as the aggressive end of a realistic regional-Australia budget, not a guarantee: many students should plan closer to ₹27–30L/year all-in.

Ireland
Non-EU undergraduate Arts & Humanities band; DCU's own published per-programme fee schedule wasn't reachable this session, so this uses the well-documented Irish non-EU tuition range for a comparable programme instead of DCU's exact quoted figure.

Canada

Singapore
An earlier version of this card understated Singapore's tuition by quoting the ASEAN-only subsidised rate. Corrected: for an Indian (non-ASEAN) student the real Tuition-Grant rate is SGD 21,400/yr, official NTU fee schedule. That correction also moved the card's total floor up from an earlier ₹26L to the ₹27.4L shown now.

Netherlands
Non-EU/EEA institutional fee, Economics and Business faculty, 2025–26 official schedule. Recomputed total using this exact published figure comes to ≈₹29.6L, a touch above the video's rounded ₹28.6L floor, well within the same budget band.

Frugal floor is built on the Dutch immigration service's (IND) own official living-cost budget, not an average or a worst case.
UK
Liverpool Hope University (non-EU, ≈£15,225/yr), Birmingham Newman University (≈£12,500/yr) and Queen Margaret University are real, named UK universities in this band. All UK universities are public/state-funded, so there's no private-vs-public distinction as in the US, but no single one of these is definitively 'the cheapest', so this is shown as a range.

USA
A handful of small regional public universities (for example Oklahoma Panhandle State University) advertise out-of-state tuition as low as $8,500/yr, but that's an outlier, not a representative 'cheapest public university' figure, and comes with real trade-offs in name recognition and programme breadth. AptiGuide's floor uses a realistic frugal-but-real public out-of-state tuition band instead of chasing that outlier.

Every card above shows the lowest realistic figure AptiGuide could defend with a named source, on purpose. It is not the average university, not the most common choice, and not the only one available in that country. Because the floor above is built from a specific, budget-conscious path in every country, and most well-known or elite universities simply do not sit on that path. This is not a bait-and-switch, it's the honest gap between "cheapest that gets you a real degree" and "the name your cousin studied at." Anshul's counselling observation: the families who get this wrong almost never do it on purpose. They research the floor, feel confident about the budget, and then fall in love with a specific university's name or ranking mid-way through the process, without re-running the math against that specific institution's actual fee schedule. Treat this table as a checkpoint, not a warning against ambition, an elite university can absolutely be worth the premium, but it should be a decision made with the real number in hand, not discovered on the fee-payment page.
